Homeland Security - Physical Perimeter Security Walls Prior to 9/11 physical perimeter security for public works plants and facilities was designed to keep children and others from harming themselves via contact with dangerous machinery and electrical voltage. Typical measures usually called for locked and gated chain link fences topped by barbed wire. After 9/11 public works and utilities officials were forced to recognized that this level of security does little to deter the entry of terrorist determined to sabotage, pollute, or disable essential municipal infrastructure components such as electrical substations, pump stations, or water treatment plants.
The American Water Works Association (AWWA) estimates that America’s 55,000 public water systems need to spend approximately $1.6 billion immediately to improve security measures. The recent Senate Task Force Report on Homeland Security stated:: "The President has reported that diagrams of public water systems were discovered in Al-Qaeda camps in Afghanistan, and officials seized water supply diagrams from suspected Al-Qaeda members in Denver.
